Signal & Story: Public Diplomacy and Strategic Communications for Complex Information Environments
On-Request | Washington, DC | In-Person
Five-Day Intensive Workshop | 35 Hours
Turn complex priorities into communications people understand, remember, and act on.
Foreign missions operate in an information environment where attention is fragmented, audiences are skeptical, narratives move quickly, and important messages compete with an extraordinary volume of content.
At the same time, embassy personnel must explain complex policies, build understanding around national priorities, communicate with very different audiences, support senior leaders, respond to rapidly changing events, and demonstrate that communications activity is producing something more than visibility.
Signal & Story is an immersive five-day strategic communications workshop built specifically for foreign missions.
Participants learn a practical system for identifying what matters, understanding the audience, developing credible narratives, translating complexity into compelling stories, selecting the right channels and formats, pressure-testing messages, and determining whether communications are actually producing the intended response.
This is not a five-day lecture series.
Participants work throughout the program on realistic or current mission communications challenges and leave with a Strategic Communications Field Guide, tested communications products, reusable Bonvalet tools, and a mission-ready Strategic Communications Action Plan.
What Participants Will Learn
Participants develop practical capability to:
- Translate complex national, policy, economic, or diplomatic priorities into clear communications objectives
- Analyze audiences, perceptions, context, and information environments before developing messages
- Identify the signal that matters most rather than overwhelming audiences with information
- Build credible narratives and stories that connect policy priorities to human relevance
- Adapt communications for different audiences, messengers, formats, and channels
- Pressure-test narratives and messages for misunderstanding, resistance, credibility, and unintended effects
- Design communications around measurable outcomes rather than activity or visibility alone
- Use modern tools — including AI-assisted workflows — without sacrificing authenticity, judgment, or credibility
- Build a repeatable strategic communications process that can continue after the workshop
Proven with Diplomatic Audiences Worldwide
Signal & Story builds on a year-long public diplomacy and strategic communications program previously delivered to a global diplomatic audience across multiple U.S. Department of State posts.
The program is led by an experienced global instructor who has trained more than 4,000 diplomats and government professionals worldwide.
That experience has shaped the course around the realities of diplomatic work: complex policy issues, diverse audiences, limited time, institutional constraints, competing narratives, senior-level communications, and the need to translate strategy into practical action.

Why This Program Matters
Embassies rarely lack information. The greater challenge is determining:
- What matters?
- To whom?
- Why should they care?
- What should they understand or remember?
- And what should happen as a result?
A communication can be completely accurate and still fail because it is too complicated, poorly framed, delivered by the wrong messenger, disconnected from audience priorities, or measured only by how many people saw it.
Signal & Story gives mission personnel a practical approach for making those decisions more deliberately.
Why This Training Is Different
This is not a conventional public diplomacy, public affairs, media relations, or social media course. Participants examine strategic communications as an integrated process connecting:
Audience → Narrative → Message → Delivery → Response
The program combines applied instruction, facilitated discussion, realistic cases, Field Guides, Action Assignments, message development, practical communications exercises, and structured feedback.
The program also complements — not replaces — communications policy, doctrine, or training provided by a participant’s home foreign ministry or foreign service institute.
Signal & Story focuses on application: building the judgment and practical capability required to communicate effectively in today’s complex information environment.
The Five-Day Interactive Experience
A Hands-On Workshop — Not a Conference
SThe program uses a highly applied instructional model.
Participants will:
- Work with realistic embassy communications challenges
- Apply frameworks to current mission priorities
- Complete Field Guides and Action Assignments
- Develop communications products throughout the week
- Participate in facilitated peer review
- Test and revise narratives
- Build short-form content
- Pressure-test assumptions
- Present a final capstone
- Leave with an implementation-ready action plan
The goal is not simply to know more about strategic communications.
It is to become more capable at doing it.
What your embassy takes away
Signal & Story is designed to leave the Mission with more than individual learning.
Participants complete the program with a practical set of Bonvalet Strategic Communications Field Guides, working tools, and applied communications products that can be reused across future mission priorities.
The Mission takes away:
- A shared strategic communications approach that can be applied across sections
- Reusable tools for audience analysis, message development, narrative testing, and communications planning
- Mission-relevant communications products developed and refined during the workshop
- A practical Strategic Communications Action Plan tied to a current or realistic embassy priority
- A common vocabulary for improving coordination among policy, public diplomacy, economic, trade, and leadership personnel
- Greater internal capability to assess what is working, what is not, and where communications should be adjusted
The result is an operating capability the Mission can continue to use long after the five-day workshop concludes.
The value to the sponsoring mission
A sponsoring Mission is investing not only in participant development, but in stronger institutional communications capability.
Signal & Story can help the embassy:
- Communicate complex national priorities with greater clarity, relevance, and consistency
- Improve coordination across sections that engage different audiences around the same strategic objectives
- Reduce the risk of messages being misunderstood, diluted, or disconnected from audience concerns
- Strengthen preparation for ambassadorial, media, stakeholder, digital, and public-facing communications
- Move from measuring communications activity to evaluating whether communications are contributing to mission outcomes
- Build reusable capability internally rather than relying exclusively on outside communications support
- Create a more disciplined process for developing, testing, deploying, and adapting strategic communications
Because the program is delivered specifically for one Mission, the workshop can be oriented around the embassy’s actual priorities, audiences, and operating environment.
The return is practical: stronger people, better communications, reusable tools, and a more coordinated Mission capability.
Embassy-Specific Delivery
Default Format
Five consecutive days | 35 instructional hours | In person
The five-day intensive is the recommended format because it creates continuity, allows ideas to build progressively, and gives participants sufficient time to practice, receive feedback, revise their work, and complete the capstone. However, the program can be structured around mission requirements.
Alternative delivery configurations may include:
Five-Week Format
One full training day per week for five weeks
Useful when releasing personnel for an entire week is impractical.
2 + 2 + Capstone Format
Two consecutive days + two consecutive days + one capstone day
Allows participants to apply concepts between sessions and return with real-world experience for review and refinement.
Final scheduling and delivery arrangements are developed with the sponsoring mission.
Program Investment
Private Embassy Delivery

FAQs
From Signal to Story to Action
In a crowded information environment, communicating more is rarely the answer. Effective missions know how to identify what matters, connect it to the audience, communicate it credibly, and determine whether the message produced meaningful movement.
Signal & Story helps build that capability.
Clearer narratives. More relevant communications. Stronger mission capability.
